Eldest child of Frances Harriet and Joseph Dalton Hooker. Civil servant, India Office, 1877–1904. Encouraged imperial ties between metropolitan institutions (particularly the Royal Botanic Gardens, Kew) and British East Africa, circa 1896–1906.
