Statesman. Became MP for Newport in 1794. Under-secretary of state for foreign affairs, 1796–1801. Published and contributed to the Anti-Jacobin, 1799–1801. Treasurer of the navy, 1804–6. Foreign minister, 1807–9; 1822–6. MP for Liverpool, 1812–22; for Harwich, 1822–7. Chancellor of the Exchequer, 1826–7.
