Tasmanian-born civil magistrate. Appointed to the Bombay Civil Service, 1848. Collector and magistrate in Kandesh, India, 1861–72. Revenue and police commissioner, Bombay, Northern Division, 1872–7. Member of Council, 1877. Acting governor briefly in 1880. Retired, 1883.
